[讀者提供]財大氣粗 Pocket Wi-Fi 龜速不足1Mbp！PCCW堅持服務正常

[size=3][color=DarkGreen][b]現今流動寛頻日漸普及，網絡供應商均標榜其上下載速度及網絡穩定性，到底我們者應該如何選擇，而消費者遇上速度及服務有差距時，又有沒有保障呢？

近日接獲一宗投訴個案，當事人因為持有多種能夠使用Wi-Fi的電子產品，如：Notebook、Netbook、iPod、PSP、XBOX360 及手機等，對於能夠同時兼容多種產品同時使用Wi-Fi特別吸引，尤其是個人化的裝置，若設置個人密碼，其他人便無法使用，惟近日發現其供應商的速度極為緩慢，導致無法多種產品無法同時使用Wi-Fi服務，投訴後情況依舊，職員回應客戶經師傅檢查後結果正常，當事人就結果感不滿，促請有關部門跟進事件。[/b][/color]

客戶於2009年8月透過瀏覽Hong Kong Telecommunications (HKT) Limited.電訊盈科(下稱PCCW)印製的刊物(上圖)，得知PCCW提供一項全新NETVIGATOR Pocket Wi-Fi服務。

「接通PCCW的HSPA網絡，只需一個月費，便可同時連接多達5個Wi-Fi產品，更聲稱以往不能享用HSPA的流動產品，只要有NETVIGATOR Pocket Wi-Fi，亦可享受HSPA上網速度的暢快。讓用戶共享流動寛頻，同時處理不同工作，提升工作效率，朋友間亦能同時連接Netbook、手機或其他 Wi-Fi產品，一同分享上網樂趣。

[b]光纖骨幹　數據極速傳送[/b]

用戶享受穩定高速的流動寛頻，全因為背後有PCCW NEXTGEN以光纖作骨幹，即使多人同步使用，數據傳送速度亦不會因而減慢。透過NETVIGATOR Pocket Wi-Fi傳送至發射站後，便會進入PCCW NEXTGEN，並以最高傳輸速度，即下載速度高達7.2Mbps或上載速度高達5.76Mbps，在PCCW NEXTGEN傳送，達至真正的極速。」

因客戶的個人流動產品效多，對於可以支援同時連接五個產品上網，當時認為服務內容非常吸引，故此於2009年9月正式簽訂為期24個月合約，期間多次進行網絡上載及下載測試，即使在網絡接收極佳的情況下，亦從未見過下載度超過6Mbps，上載速度更無需多說，惟使用服務超過一年多以來，亦未有對Wi-Fi 上網及使用構成嚴重影響，故沒有去追究這個數字上的問題。

[b]不能多個產品同時使用　職員稱多人用會有影響[/b]

直到2011年3月開始，在瀏覽互聯網影片時出現『窒下窒下』的情況，當使用電腦上網時，如其他產品同時使用NETVIGATOR Pocket Wi-Fi服務如：手機、iPod、無線遊戲機等，均經常出現未能連接的情況，又或者是上網速度極度緩慢，簡單的服務如開啟E-Mail亦出現困難。

4月期間透過《Apple apps》提供的[url=http://speedtest.net/]http://speedtest.net/[/url]進行測試，平均下載速度竟然持續低於1.1Mbps，期後亦透過[url=http://speedtest.ofta.gov.hk/indexc.html]http: //speedtest.ofta.gov.hk/indexc.html[/url]《電訊局寬頻表現測試》進行測試。

現時的情況根本不符合PCCW所聲稱的可支援多人同時上網，嘗試連接第3個產品使用已經出現斷線及未能連接問題，客戶亦嘗試到不同地區進行測試，惟速度上未有分別，致電PCCW技術支援查詢亦得不到合理答覆，有職員表示上網速度會因多人使用而出現此情況。

有職員竟然向客戶表示連接到就沒有問題，公司只會視乎是否能夠使用服務，同時亦不會作出速度保證，以及一定用到相關服務云云，指技術人員方面提交的測試報告速度屬正常，網絡覆蓋沒有問題，而當時客戶全程監察測試過程，疑有人提供虛假資料敷衍了事，拒絕進一步跟進服務及作出任何安排，直到本函發出日為止，Wi-Fi服務亦未回復正常運作。（詳見PDF附件內文）

[b]疑職員提供虛假資料　促有關部門徹查事件[/b]

當日客戶全程監察情況，技術人員根本並未有連接3部電腦，只測試上載及下載速度，對於有職員提供虛假資料及作出欺騙行為，促有關部門嚴肅處理及深入調查。

根據《電訊條例》第7M 條，電訊持牌人在提供電訊服務時須履行法定責任，不得作出誤導或欺騙的行為。

[b]提供誤導資訊　消費者毫無保障[/b]

PCCW 在刊物及宣傳單張上標榜可同時連接5個Wi-Fi產品，因客戶流動電子產品效多，客戶於2009年被PCCW出版的刊物介紹內容所吸引（附件１），在同年 9月簽訂為期兩年的合約，可惜現時根本無法同時連接5個Wi-Fi產品，與當初PCCW提供的服務資訊有極大差距，客戶不滿PCCW沒有提供解決方案，讓客戶繼續如常使用服務。

既然如此，PCCW所謂的光纖骨幹NEXTGEN傳送，達至真正的極速是什麼？

客戶要求提前終止合約被PCCW網絡跟進組職員拒絕，PCCW所謂的服務承諾去了哪裡？

客戶非常質疑如此惡劣的服務，為何仍然能夠取得如此多獎項？
